Theo nghĩa rộng, toàn cầu hoá là một hiện tượng, một quá trình, một xu thế liên kết trong quan hệ quốc tế làm tăng sự phụ thuộc lẫn nhau về nhiều mặt của đời sống xã hội (từ kinh tế, chính trị, an ninh, văn hoá đến môi trường, v.v…) giữa các quốc gia. Nói một cách khác,“Toàn cầu hoá là quá trình tăng lên mạnh mẽ những mối liên hệ, ảnh hưởng, tác động lẫn nhau, phụ thuộc lẫn nhau của tất cả các khu vực, các quốc gia, các dân tộc trên thế giới, làm nổi bật hàng loạt biến đổi có quan hệ lẫn nhau mà từ đó chúng có thể phát sinh một loạt điều kiện mới.”.
