Những hành vi này ảnh hưởng rất xấu đến đời sống kinh tế–xã hội của mỗi quốc gia. Phải kết hợp hữu hiệu nhiều biện pháp để ngăn chặn và chống lại những hành vi trên, một trong số các biện pháp ngăn chặn đó thì phải kể đến vai trò của thuế thu nhập cá nhân.
