Giải pháp về chính sách: Những năm qua, chúng ta đã thực hiện một số chính sách về xây dựng cơ sở hạ tầng, khuyến lâm, giao đất giao rừng và thực hiện các chính sách hưởng lợi từ rừng cho người dân miền núi. Tuy nhiên, vẫn cần có các chính sách hỗ trợ khác như: Tạo công ăn việc làm, đào tạo nghề, nâng cao năng lực quản lý kinh tế hộ gia đình cho đồng bào dân tộc, tạo đầu ra cho các sản phẩm nông lâm kết hợp, chế biến và bảo quản nông sản... Tiếp tục đổi mới hệ thống quản lý ngành lâm nghiệp để đáp ứng nhu cầu cho công tác quản lý và bảo vệ tài nguyên rừng. Nhanh chóng xã hội hóa hoạt động lâm nghiệp theo phương thức tiếp cận dựa vào cộng đồng, trong đó mọi người dân đều có thể tham gia vào các hoạt động sản xuất lâm nghiệp, nông lâm kết hợp, từ đó sẽ tạo đòn bẩy thúc đẩy sự tham gia của người dân vào các hoạt động quản lý và bảo vệ rừng. Đó được xem như chính sách huy động tổng lực sức dân cho công tác bảo vệ rừng. Để làm được điều đó cần phải tạo mối liên hệ chặt chẽ giữa 4 nhà: nhà quản lý, nhà doanh nghiệp, nhà khoa học và nhà nông. Cần phải có sự tham gia tích cực của các doanh nghiệp với vai trò là bà đỡ cho các hoạt động sản xuất lâm nghiệp, nông lâm kết hợp cùng với các ngành như: khuyến nông khuyến lâm, các tổ chức đoàn thể như thanh niên, phụ nữ, nông dân.
