Khu Công nghệ cao Thành phố Hồ Chí Minh, được Thủ tướng Chính phủ phê duyệt quy hoạch tổng thể tại Quyết định số 95/2003/QĐ-TTg ngày 03/5/2003 và điều chỉnh tại Quyết định số 458/QĐ-TTg ngày 18/4/2007, với quy mô diện tích 913,1633ha được chia làm 02 giai đoạn để triển khai xây dựng hạ tầng kỹ thuật, tạo môi trường hấp dẫn nhằm thu hút đầu tư các lĩnh vực ngành nghể theo định hướng phát triển công nghệ cao.

Theo các đồ án quy hoạch chi tiết xây dựng tỷ lệ 1/2000 đã được phê duyệt thì diện tích đất dành cho cây xanh mặt nước là 167,84ha được chia làm 26 phân khu có ký hiệu từ G1 đến G26. Qua 11 năm triển khai đầu tư xây dựng hạ tầng kỹ thuật trong đó Khu cây xanh – mặt nước đã được Ban Quản lý Khu Công nghệ cao Thành phố Hồ Chí Minh (sau đây gọi tắt là BQL KCNC) đầu tư xây dựng trồng cây xanh, tạo công viên thảm cỏ được 05 phân khu từ G1 đến G5 với diện tích 28,26ha và tổng chi phí đầu tư xây dựng là 29 tỷ đồng bằng nguồn vốn ngân sách thành phố, chưa kể mỗi năm phải tiêu tốn khoảng 6 tỷ đồng cho việc duy tu bảo dưỡng. Nếu tiếp tục đầu tư theo hình thức hiện nay thì chỉ với diện tích cây xanh – mặt nước giai đoạn 2 là 112,73ha dự kiến chi phí theo đề án được duyệt đã là 146,774 tỷ đồng chưa kể chi phí chăm sóc, duy tu bảo dưỡng hàng năm.

Do đó, việc xã hội hóa đầu tư xây dựng các phân Khu cây xanh sẽ tranh thủ nguồn vốn khác từ các tổ chức, cá nhân và các nhà đầu tư có nhu cầu khai thác các mảng dịch vụ có thu trong các phân Khu cây xanh – mặt nước, nhưng vẫn đảm bảo không gian xanh cho Khu Công nghệ cao theo quy hoạch được duyệt, đồng thời đáp ứng được các nhu cầu nghỉ ngơi, vui chơi, giải trí và sử dụng dịch vụ của người lao động và các nhà đầu tư trong Khu Công nghệ cao. Việc xã hội hoá đầu tư xây dựng cũng nhằm mục đích:

- Tiết kiệm chi phí đầu tư từ ngân sách thành phố.

- Tổ chức, quản lý và khai thác diện tích đất cây xanh đạt hiệu quả cao nhất.

- Tạo được không gian nghỉ ngơi, sinh hoạt cho người lao động trong các doanh nghiệp thuộc Khu Công nghệ cao.

- Tạo khu vực xanh, sạch và giải trí cho cộng đồng dân cư địa phương và thành phố vào các kỳ nghỉ.

- Làm nơi ươm tạo cây xanh cung cấp cây giống cho các dự án trong Khu Công nghệ cao.

Thực hiện dự án đầu tư Công viên - cây xanh, mặt nước Khu Công nghệ cao Thành phố Hồ Chí Minh bằng nguồn vốn ngoài ngân sách; đây là căn cứ, cơ sở để BQL KCNC tổ chức triển khai đầu tư xây dựng dự án theo chỉ đạo của Chính phủ và Lãnh đạo thành phố về triển khai xây dựng giai đoạn II Khu Công nghệ cao Thành phố Hồ Chí Minh.
