Và đặc biệt, kết quả của một Bộ giao thông vận tải (mà nòng cốt là tập hợp các công ty xây dựng dưới quyền) là các “PMU18”, các tuyến đường “chứa đầy” nước,… Điều này cho ta thấy được việc cần làm cho nền kinh tế Việt Nam, là cần có một giải pháp căn bản cho vấn đề độc quyền của các công ty nhà nước, mà giải pháp có thể nói là tốt nhất là tiến hành không những là cổ phần hóa mà là cả tư nhân hóa các công ty nhà nước (nếu có thể).
