Quản trị hành chính phát triển những qui tắc chung cho cả tổ chức. Một số nghiên cứu của những tác giả nổi tiếng như:
Henry Fayol : quan điểm của ông là tập trung vào xây dựng một tổ chức tổng thể quản trị quá trình làm việc .
