Các nước TPP nhất trí cho phép công chúng được đóng góp ý kiến vào các dự thảo quy định SPS trong quá trình đưa ra quyết định và ban hành chính sách cũng như để bảo đảm rằng doanh nghiệp hiểu rõ các quy định mà họ sẽ phải tuân thủ.
