Xuất khẩu tại chỗ là hàng hóa do doanh nghiệp tại Việt Nam (bao gồm cả doanh nghiệp Việt Nam và doanh nghiệp có vốn đầu tư nước ngoài) sản xuất rồi bán cho thương nhân nước ngoài theo hợp đồng mua bán, được thương nhân nước ngoài thanh toán tiền mua hàng bằng ngoại tệ nhưng giao hàng cho doanh nghiệp sản xuất khác tại Việt Nam theo chỉ định của thương nhân nước ngoài để tiếp tục sản xuất, gia công hàng xuất khẩu.
