Việt Nam là nước có năng suất lao động thấp nhất trong khu vực Châu Á Thái Bình Dương APEC. So với các nước trong khu vực ASEAN , năng suất trung bình của người lao động Việt Nam thấp dưới một nửa so với Philippines , 2 người lao động Thái Lan , 1 người lao động Singapore bằng 15 người lao động Việt Nam. Như thế chúng ta có thể hình dung chất lượng của lao động Việt Nam hiện nay thấp như thế nào. Bởi vì lao động chất lượng thấp đồng nghĩa với tính kém đa dạng của các loại kỹ năng, khả năng sáng tạo cũng như hiệu quả tổ chức. Với những đặc điểm này, Việt Nam sẽ không phải là một điểm đến hấp dẫn cho những dự án đầu tư mang tính tiên phong về công nghệ hoặc quy mô.
