Vì vậy, Công ty đã được trao quyền chủ động hơn khi tự quản lý, xây dựng định mức theo thực tế sản xuất và chỉ phải xuất trình khi cơ quan có thẩm quyền tiến hành kiểm tra tại trụ sở. Cơ quan kiểm tra sẽ tập trung làm rõ tính hợp lý của định mức sản xuất do Công ty tự xây dựng.
Việc này sẽ tạo việc chủ động cho Công ty, tuy nhiên nếu không theo dõi chi tiết sẽ rất khó khăn trong việc giải trình số liệu khi cơ quan thuế, cơ quan hải quan và các cơ quan có thẩm quyền kiểm tra
