Việc ban hành chính sách quy định cụ thể về đối tượng áp dụng, lĩnh vực, quy mô và điều kiện hỗ trợ phù hợp với đặc thù, thực tế về tiềm năng và nhu cầu phát triển nông nghiệp, nông thôn trên địa bàn tỉnh là cần thiết; góp phần thu hút và tạo điều kiện cho các doanh nghiệp, hợp tác xã tham gia đầu tư vào lĩnh vực nông nghiệp, nông thôn; góp phần thực hiện có hiệu quả Đề án Tái cơ cấu ngành nông nghiệp theo hướng nâng cao giá trị gia tăng và phát triển bền vững trên địa bàn tỉnh Lạng Sơn; thúc đẩy phát triển kinh tế- xã hội của tỉnh nói chung và phát triển kinh tế nông, lâm nghiệp nói riêng.
