Việc thực hiện Hiệp định tạo thuận lợi vận tải người và hàng hóa qua lại biên giới giữa các nước chưa được thông thoáng. Về nguyên tắc, phương tiện của Thái Lan được phép qua Lào vào Việt Nam qua cửa khẩu quốc tế Lao Bảo và họat động trên tuyến Lao Bảo- Đông Hà (Quốc lộ 9), Đông Hà- Đà Nẵng (Quốc lộ 1). Ngược lại, phương tiện của Việt Nam có thể qua Lào vào Thái Lan qua cửa khẩu Mucdahan và hoạt động trên tuyến Mucdahan-Khalasin-Khonkaen- Phitsanulok. Phương tiện chở khách và xe cá nhân của Thái Lan vào Việt Nam với mục đích du lịch có thể qua 3 cửa khẩu Cầu Treo (Quốc lộ 8), Lao Bảo (Quốc lộ 9), Bờ Y (Quốc lộ 40) và được phép tới các điểm du lịch dọc Quốc lộ 1 từ thành phố Vinh tới thành phố Nha Trang. Nhưng thực tế xe Việt Nam chưa có chiếc nào vào Thái Lan và ngược lại. Vấn đề này nếu các Bộ, ngành Trung ương của Việt Nam, Lào, Thái Lan sớm thống nhất khắc phục chắc chắn sẽ tạo nhiều thuận lợi cho 3 nước Việt Nam – Lào - Thái Lan. Lượng hàng hóa, khách du lịch qua lại giữa 3 nước sẽ rất nhiều, tạo diều kiện phát triển thương mại, du lịch và đầu tư của các địa phương 3 nước.
