Thời điểm lấy phiếu khảo sát, Trung tâm xã hội tỉnh BR-VT chỉ còn 20 người tâm thần được giám định có kết quả đã thuyên giảm ổn định và được mời tham gia đánh giá với 13 hoạt động tại bảng 2. Kết quả có 11 nội dung hoạt động được đánh giá đáp ứng nhu cầu của người tâm thần đang sinh sống chăm sóc, nuôi dưỡng tại đơn vị; Tuy nhiên, vẫn còn 2 nội dung không đạt nhu cầu có tỷ lệ từ 35 đến 60% đó là: Chưa hỗ trợ kịp thời khi người tâm thần phát bệnh và hỗ trợ tư vấn, tham vấn tâm lý cho người tâm thần. Số liệu này là cơ sở đưa ra các đề xuất về đào tạo nguồn nhân lực mang tính chuyên nghiệp.
Qua 2 bảng trên ta thấy, khả năng đáp ứng nhu cầu của Trung tâm xã hội tỉnh BR–VT đối với người tâm thần có phần tốt hơn so với người tâm thần được chăm sóc tại gia đình bởi ngoài nguồn lực rất lớn từ Nhà nước, còn có đội ngũ chuyên môn tham gia vào chăm sóc trợ giúp. Còn khi người tâm thần sống tại gia đình thường là gia đình nghèo, bên cạnh đó các gia đình cũng gặp một số khó khăn khác từ cộng đồng, do vậy họ rất cần có những trợ giúp xã hội khi họ chăm sóc người tâm thần tại gia đình, được tiếp cận các dịch vụ xã hội, giúp người tâm thần sớm phục hồi chức năng về tinh thần, thể chất, hành vi ứng xử....
B.2. Thực trạng công tác quản lý, CÔNG TÁC XÃ HỘI đối người tâm thần hiện nay (phương pháp tổ chức thực hiện cá nhân, nhóm, cộng đồng)?
Khi phỏng vấn sâu với Thạc sĩ tâm lý Nguyễn Thị Quỳnh Như chuyên viên tâm lý tổ CÔNG TÁC XÃ HỘI thuộc Trung tâm xã hội tỉnh BR-VT (có 1 năm công tác) nhận xét về môi trường làm việc với người tâm thần trong quá trình tham vấn, tư vấn và quản lý ca, Quỳnh Như cho biết: Lúc đầu gặp gỡ người tâm thần rất ngại vì những hình ảnh người tâm thần đi lang thang ngoài cộng đồng rất hung dữ và áo quần xộc xệch, nhưng người tâm thần ở Trung tâm xã hội BR-VT rất có nề nếp, ngoan hiền, nơi ăn chốn ở sạch sẽ, ngăn nắp tôi không phải lo ngại khi tiếp xúc với thân chủ mà hết sức cảm thông và chia sẻ. Quá trình làm việc luôn có sự hỗ trợ từ các phòng nghiệp vụ; Sự hợp tác từ người tâm thần trên cơ sở phải chấp nhận thân chủ để có hướng tiếp cận phù hợp vì chúng ta đang trong giai đoạn phục hồi chức năng cho họ. Nếu xác định tham vấn tư vấn, quản lý ca đóng một vai trò quan trọng và hỗ trợ nhiều vào tiến trình phục hồi chức năng cho người tâm thần để tạo thành mạng lưới chăm sóc người tâm thần thì cần mở rộng sự kết nối với các cơ quan chuyên môn, với cộng đồng để Quản lý CÔNG TÁC XÃ HỘI đối với người tâm thần thật sự hiệu quả và bền vững.
Từ năm 2014 đến nay Trung tâm xã hội đã kết nối được 14 ca hòa nhập cộng đồng, và được đơn vị thường xuyên liên lạc với gia đình các thân chủ. Trong nghiên cứu này, chúng tôi triển khai đánh giá thực tiễn với một số người tâm thần và gia đình họ, kết quả cho thấy họ đều ổn định sức khỏe, tham gia giúp những công việc nhẹ cho gia đình có sự giúp đỡ giám sát của địa phương như trường hợp bà Hoàng Thị Ọt, sinh năm 1942, thôn Quăn, xã Nguyên Phúc, huyện Bạch Thông, tỉnh Bắc Kạn; ông Hoàng Văn Thành sinh năm 1970, xóm Đông, thôn Ứng Cử, xã Vâng Tử, huyện Phú Xuân, tỉnh Hà Tây-Hà Nội; bà Trương Thị Vàng sinh năm 1955, huyện Vị Thanh, tỉnh Cần Thơ......
Tuy nhiên hoạt động chuyên môn này còn khá mới, đòi hỏi chặt chẽ theo các bước nên công tác quản lý ca chưa thực sự đạt yêu cầu. Các văn bản quản lý hồ sơ của mỗi ca/trường hợp theo hướng chuyên nghiệp chưa thực sự đảm bảo. Phát hiện này sẽ giúp cho các cán bộ lãnh đạo quản lý của Trung tâm có kế hoạch cải tiến, hoàn thiện công tác quản lý ca đối với người tâm thần trong thời gian tới.
