trong những năm gần đây UNICEF đã xác định sứ mệnh và trách nhiệm của mình như sau:
- Thực hiện trách nhiệm do ĐHĐ/LHQ giao phó là chăm lo việc bảo vệ các quyền của trẻ em, giúp đỡ đáp ứng các nhu cầu cơ bản của trẻ em và tạo thêm cơ hội giúp trẻ em phát huy đầy đủ tiềm năng của mình.
- Theo Công ước về Quyền Trẻ em, phấn đấu thiết lập các quyền của trẻ em như những nguyên tắc đạo lý bền vững và các chuẩn mực quốc tế về việc đối xử với trẻ em.
- Nhấn mạnh sự sống còn, việc bảo vệ và phát triển của trẻ em là những đòi hỏi phát triển toàn cầu gắn liền với sự tiến bộ của con người.
- Động viên ý chí chính trị và nguồn lực vật chất để giúp đỡ các nước, đặc biệt là các nước đang phát triển, bảo đảm phương châm “Trước tiên cho trẻ em” và để xây dựng năng lực, đề ra các chính sách phù hợp và cung ứng các dịch vụ cho trẻ em và gia đình của các em.
- Cam kết bảo đảm sự bảo vệ đặc biệt đối với trẻ em chịu thiệt thòi nhất như nạn nhân của chiến tranh, thiên tai, đói nghèo cùng cực, của mọi hình thức bạo lực và bóc lột cũng như trẻ em bị tàn tật.
