Khác với nguyên tắc phân quyền trong tổ chức bộ máy nhà nước tư sản, quyền lực nhà nước ở Việt Nam được tổ chức theo nguyên tắc tập trung thống nhất. Quốc hội được xác định là cơ quan quyền lực nhà nước cao nhất, đại diện cho toàn thể nhân dân, các cơ quan nhà nước khác là phái sinh, do Quốc hội thành lập và chịu trách nhiệm trước cơ quan quyền lực này.
