-Củng cố các loại TTCK thông qua đề án tái cấu trúc. Đầu tiên cần tái cơ cấu các công ti chứng khoán. Khi mà các công ty chứng khoán còn chưa đủ khả năng như vậy thì nên đưa thêm các Ngân hàng lớn đảm nhận vai trò là thành viên lập quỹ. Sau đó, khi các CTCK đủ mạnh -> giảm bớt vai trò của Ngân hàng.
