Để tăng cường công tác quản lý nhà nước, bảo vệ quyền lợi hợp pháp của người sở hữu, sử dụng tài sản và huy động nguồn thu cho ngân sách nhà nước, ngày 21/12/1999 Chính phủ đã ban hành Nghị định số 176/1999/NĐ-CP quy định về lệ phí trước và trong giai đoạn từ năm 2007-2011 việc đăng ký quyền sở hữu, sử dụng đối với tài sản là nhà, đất thực hiện theo quy định tại Nghị định số 176/1999/NĐ-CP. Để cải cách thủ tục hành chính và hướng dẫn những tài sản phát sinh cần phải đăng ký quyền sở hữu, sử dụng phù hợp với thực tiễn ngày 17/6/2011 Chính phủ đã ban hành Nghị định số 45/2011/NĐ-CP và Bộ Tài chính ban hành Thông tư số 124/2011/TT-BTC hướng dẫn về lệ phí trước bạ.
Kết quả thu NSNN về LPTB đối với việc đăng ký quyền sở hữu, sử dụng nhà, đất như sau: Năm 2007 số thu là 5.640.045 triệu đồng nhưng đến năm 2015 số thu tăng lên là 22.396.000 triệu đồng tăng gần gấp 4 lần so với năm 2007.
