Bà Phạm Bích Ngọc - Viện Kinh tế VN nhận định như vậy tại tọa đàm về nhập siêu từ Trung Quốc (TQ) do Viện Nghiên cứu kinh tế và chính sách tổ chức vào ngày 19-12.

Sự bất lợi trong giao thương với TQ còn thể hiện rõ khi nhiều mặt hàng như mỹ phẩm, bánh kẹo, rượu... đã sản xuất được nhưng vẫn nhập.

Bà Ngọc khẳng định một phần không nhỏ hàng hóa TQ vào VN nhưng cơ quan chức năng không quản lý được. “Hàng lậu không thuế chắc chắn sẽ bóp chết sản xuất trong nước” - bà Ngọc cảnh báo.

Cũng theo bà Ngọc, không chỉ các địa phương giáp với VN, ngay cả những thành phố sâu trong nội địa TQ cũng thành lập các cục biên mậu để quản lý, hướng dẫn, cùng đó là các tổng công ty, công ty nhà nước để thúc đẩy thương mại tới VN.

Trong khi đó, chính sách trong thương mại với TQ của VN có rất nhiều nhưng chồng chéo, không rõ ràng và gây khó khăn cho chính công tác quản lý của Nhà nước, hoạt động doanh nghiệp. VN cũng thiếu các chính sách cụ thể hỗ trợ doanh nghiệp và thương nhân vùng biên.
