Nhà nước thực hiện trao quyền tự chủ, tự chịu trách nhiệm cho các đơn vị sự nghiệp công lập về tổ chức bộ máy, biên chế và tài chính :
- Về tổ chức bộ máy và quy chế hoạt động
+ Về thành lập mới : đơn vị sự nghiệp công lập được thành lập các tổ chức sự nghiệp trực thuộc để hoạt động dịch vụ phù hợp với chức năng, nhiệm vụ được giao; phù hợp với phương án tự chủ, tự chịu trách nhiệm về thực hiện nhiệm vụ, tổ chức bộ máy, biên chế và tự bảo đảm kinh phí hoạt động.
+ Về sáp nhập, giải thể : các đơn vị sự nghiệp được sáp nhập, giải thể các tổ chức trực thuộc.
+ Chức năng, nhiệm vụ cụ thể và quy chế hoạt động của các tổ chức trực thuộc do thủ trưởng đơn vị sự nghiệp quy định.
