Chương này sẽ thảo luận phương pháp thu thập tài liệu, cách tiếp cận nghiên cứu và những phương pháp phân tích, tổng hợp tài liệu và dữ liệu phỏng vấn được tiến hành. Đầu tiên là phương pháp thu thập tài liệu sơ cấp và thứ cấp, thứ hai là cách tiếp cận định tính nhằm hiểu sâu về quan điểm của người sử dụng dịch vụ công trực tuyến. Cuối cùng là phương pháp phân tích, tổng hợp tài liệu thứ cấp và cách thức xử lý dữ liệu phỏng vấn để rút ra kết luận
