FTA với Liên minh kinh tế Á – Âu: Cánh cửa lớn đã mở
Sau nhiều năm đàm phán, ngày 29-5 vừa qua, Hiệp định Thương mại tự do (FTA) giữa Việt Nam và Liên minh Kinh tế Á - Âu (gồm Nga, Armenia, Belarus, Kazakhstan và Kyrgyzstan) đã được ký kết. Việt Nam trở thành nước đầu tiên ngoài Cộng đồng các quốc gia độc lập (SNG) có FTA, mở ra cơ hội lớn cho xuất khẩu hàng hóa.
90% dòng thuế được cắt giảm về 0%
Giống như FTA song phương và đa phương với nhiều đối tác khác, FTA giữa Việt Nam (VN) và Liên minh Kinh tế Á - Âu (Liên minh) quan tâm chủ yếu đến 8 lĩnh vực chính là thương mại hàng hóa; dịch vụ; đầu tư và di chuyển thể nhân; quy tắc xuất xứ; mua sắm Chính phủ; phòng vệ thương mại; hợp tác về hải quan và thuận lợi hàng hóa thương mại; sở hữu trí tuệ và các vấn đề về pháp lý và thể chế. Điều quan trọng, với FTA này, danh mục cơ cấu sản phẩm của hai khu vực sẽ bổ sung và thúc đẩy kim ngạch xuất nhập khẩu, ít có sự loại trừ như các FTA trong khu vực ASEAN hoặc ASEAN+…
Ngay sau khi FTA VN và Liên minh được thực thi, 90% dòng thuế của hai bên sẽ được cắt giảm về 0%, tương đương 90% kim ngạch thương mại song phương. Hiệp định cũng đã đạt được mục tiêu cơ bản của VN đặt ra, đó là những hàng hóa nằm trong sự quan tâm ưu tiên cao đều đạt được những điều kiện thuận lợi. Chẳng hạn như thủy sản, VN đã đạt được gần như 100% khối lượng các mặt hàng xuất đi được hưởng thuế suất 0%. Đối với hàng dệt may và da giày cũng đạt tỷ lệ hơn 80% có thuế suất đưa về 0%, số còn lại sẽ giảm dần theo lộ trình cam kết. Ngoài ra, nhiều mặt hàng có lợi thế xuất khẩu vào các nước trong Liên minh như nông sản, đồ gỗ… cũng sẽ được hưởng thuế suất thấp.
Phía VN đồng ý mở cửa thị trường có lộ trình cho Liên minh đối với một số sản phẩm chăn nuôi, một số mặt hàng công nghiệp gồm máy móc, thiết bị, phương tiện vận tải, sắt thép, xăng dầu... Nhìn chung, các mặt hàng này đều không cạnh tranh trực diện với hàng hóa VN, mà ngược lại góp phần làm đa dạng hóa thêm thị trường tiêu dùng trong nước. Chẳng hạn như sữa và các sản phẩm sữa, một số sản phẩm ngũ cốc... dù VN dỡ bỏ thuế nhưng trong bối cảnh hiện nay, sản xuất nông nghiệp của Liên minh chủ yếu phục vụ nhu cầu nội địa, chưa tập trung cho xuất khẩu nên dự báo trong 5 năm đầu thực thi hiệp định, ngành nông nghiệp VN sẽ không bị tác động rõ rệt bởi việc nhập khẩu mặt hàng nông sản từ FTA.
Cần thay đổi nhận thức về xuất khẩu hàng sang Nga
Theo đánh giá bước đầu của Liên minh, khi hiệp định có hiệu lực, kim ngạch xuất nhập khẩu hai bên sẽ đạt 10 - 12 tỷ USD vào năm 2020 (năm 2014 đạt khoảng 4 tỷ USD). Theo ước tính của VN, kim ngạch xuất khẩu của VN sang Liên minh sẽ tăng khoảng 18% - 20% hàng năm.
Nhìn nhận về cơ hội tăng lượng hàng xuất khẩu vào Liên minh, nhiều doanh nghiệp (DN) cho biết, lâu nay các nước trong Liên minh, đặc biệt là Nga vốn là bạn hàng lâu năm của VN nhưng do thuế suất quá cao khiến mức độ tăng trưởng bình quân hàng năm rất thấp. Tập đoàn Dệt may VN đã chỉ ra rằng, mỗi năm các nước trong Liên minh nhập khoảng 17 tỷ USD hàng dệt may, song thị phần của các DNVN mới chỉ chiếm 2%, với giá trị đạt khoảng 700 triệu USD do thuế quan áp dụng cho hàng chính ngạch vào khu vực này rất cao. Nhưng khi có FTA, kim ngạch có thể tăng tới 50% nhờ nhiều dòng thuế được cắt giảm, nên khả năng cạnh tranh của hàng dệt may VN sẽ tốt hơn. Nhiều DN trong ngành thủy sản cũng rất vui mừng khi FTA được ký kết. Là DN có thế mạnh về xuất khẩu cá tra, ông Dương Ngọc Minh, Chủ tịch HĐQT Công ty Hùng Vương, cho biết Nga là thị trường lớn thứ hai của công ty sau Mỹ, vì vậy, việc dỡ bỏ các loại thuế khi FTA có hiệu lực là điều kiện để DN tăng tốc xuất khẩu.
Bên cạnh thuận lợi từ việc cắt giảm thuế, FTA cũng đặt ra nhiều thách thức như khoảng cách địa lý giữa VN và các nước trong Liên minh rất xa, vận chuyển chưa thuận lợi. Khuyến cáo từ Bộ Công thương, DN cần khảo khảo sát kỹ các con đường vận tải, bến bãi, kho tàng… để bảo đảm chi phí tốt nhất nhưng vẫn giữ được chất lượng hàng hóa. Việc tìm hiểu các quy tắc, luật lệ của các nước đối tác cũng tác động không nhỏ đến sự thành bại trong xuất khẩu bởi mỗi nước có những đặc điểm riêng, có hàng rào kỹ thuật cũng như những quy định riêng. Những rủi ro trong thanh toán từ các nước SNG nói chung đã giảm đi, nhưng vì nhiều lý do nên việc thanh toán bằng ngoại tệ như EUR, USD vẫn còn khó khăn…
Với kinh nghiệm làm ăn thành công tại Nga - thị trường chủ lực trong Liên minh, một số DN chia sẻ, điều quan trọng nhất là DNVN cần có chiến lược, có cam kết mạnh mẽ về chất lượng hàng Việt nhằm thay đổi nhận thức hàng hóa VN tại Nga, từ “dùng được, giá rẻ” tiến tới “chất lượng tốt, giá chấp nhận được”. Cần xem trọng việc gắn kết với hệ thống các nhà phân phối tại nước sở tại để tìm chỗ đứng vững chắc cho hàng hóa. Mức tiêu thụ cũng như thu nhập của người dân Nga bây giờ đã cao hơn, do vậy nhu cầu sử dụng hàng hóa phải có chất lượng, nếu chỉ cạnh tranh về giá sẽ không ổn.
