Đổi mới là sự lựa chọn cách mạng nhằm mục tiêu phát triển của Việt Nam bắt đầu diễn ra từ năm 1986, là một bước ngoặt quan trọng trong tiến trình phát triển của Việt Nam. Đường lối đổi mới do Đại hội VI của Đảng Cộng sản Việt Nam (12-1986) đưa ra, được Đại hội VII (6-1991), Đại hội VIII (6-1996), Đại hội IX (4-2001) tiếp tục hoàn thiện và phát triển, mở ra bước ngoặt trong sự nghiệp xây dựng chủ nghĩa xã hội và bảo vệ Tổ quốc Việt Nam xã hội chủ nghĩa. Mục đích của Đổi mới là nhằm tìm kiếm con đường đi lên xã hội chủ nghĩa phù hợp với hoàn cảnh, điều kiện của Việt Nam; thay đổi những mặt, những yếu tố chưa phù hợp, chứ không phải thay đổi mục tiêu, lý tưởng chủ nghĩa xã hội. Bản chất của Đổi mới chính là không ngừng mở rộng và hoàn thiện nền dân chủ xã hội chủ nghĩa.

Trước Đổi mới, nhất là trong hơn 10 năm tiến hành xây dựng chủ nghĩa xã hội trên phạm vi cả nước (1975-1986), nền kinh tế mang đậm bản sắc nông dân – nông nghiệp, lại bị chiến tranh tàn phá nặng nề, mô hình phát triển gắn với cơ chế kế hoạch hoá tập trung có những khiếm khuyết lớn trong việc giải quyết các nhiệm vụ phát triển, nhất là trong lĩnh vực kinh tế. Sau nhiều năm vận động trong cơ chế kế hoạch hoá tập trung, tuy đất nước có đạt được những thành tựu to lớn, song nhiều vấn đề mấu chốt và thiết yếu nhất của cuộc sống nhân dân vẫn chưa được giải quyết đầy đủ; đất nước chưa có những thay đổi sâu sắc và triệt để trong phương thức phát triển; tình trạng mất cân đối trong nền kinh tế ngày càng trầm trọng; nhiệt tình lao động và năng lực sáng tạo của nhân dân, tài nguyên và các nguồn lực chưa được khai thác, phát huy đầy đủ, thậm chí bị xói mòn. Lòng tin của quần chúng đối với sự lãnh đạo của Đảng và sự điều hành của Nhà nước giảm sút.
