4. Tôi cho rằng công việc xây dựng lộ trình FDS không thể thực hiện bởi duy nhất là Ban Quản lý SEQAP mà phải có sự tham gia xây dựng của các địa phương. Mỗi địa phương phải xây dựng cho mình một lộ trình trên cơ sở định hướng của Bộ Giáo dục và Đào tạo thông qua Ban Quản lý SEQAP. Như vậy mới bảo đảm tính khả thi cao và lộ trình mới đạt mục tiêu.
