According to Neumark (2007) for most of the last century, the minimum wage has been a controversial topic among policy makers and economists in the United States. The Labour Standards Act Fairly (The Fair Labor Standards Act of 1938-29 U.S.C. 201 et seq.) by the U.S. Federal Government issued from 1938 set out minimum wage and a maximum number of hours of labor on the country in which each individual may be required to work. The Act also sets out the rules on overtime payments and standards to avoid the abuse of child labour. In 1963, this Act was added to prohibit wage discrimination against women. Congress adjusted the minimum wage periodically, although this problem is often politically controversial.
