Phát biểu công bố sáng kiến an ninh hàng hải mới với các nước ASEAN, Bộ trưởng Quốc phòng Mỹ Ashton Carter nhấn mạnh rằng: Hội nghị tại Haiwaii lần này là một bằng chứng cho thấy tầm quan trọng của ASEAN trong chiến lược tái cân bằng ở khu vực châu Á – Thái Bình Dương của chính quyền Tổng thống Barack Obama, cũng như đối với việc tăng cường các lực lượng của quân đội Mỹ trong tương lai. Theo các sáng kiến mới về an ninh hàng hải, Mỹ sẽ đăng cai một số sự kiện với ASEAN liên quan đến lĩnh vực này, trong đó có cuộc Đối thoại Hàng hải ASEAN và tập huấn nâng cao nhận thức về hàng hải. Bên cạnh đó, Lực lượng Bảo vệ Bờ biển của Mỹ cũng sẽ tăng cường hợp tác an ninh hàng hải với các nước Đông Nam Á.
