Chào ông Nario Saito
Trước tiên tôi xin tự giới thiệu tôi tên là nguyễn Hữu Mười, giám đốc công ty TNHH Vietpeco. Là nhà đầu tư dự án nhà máy điện sinh khối Quế Sơn, Quảng Nam, Việt Nam. Tôi rất vinh dự được gặp ông vào sang nay tại hội nghị giữa thụy điển và Việt nam được tổ chức tại khách sạn Interconatienal.
Qua bài phát biểu của ông vào sáng nay tôi nhận thức được ADB đã và đang quan tâm về vấn đề bảo vệ môi trường, hỗ trợ phát triển năng lượng tái tạo đặc biệt là khối doanh nghiệp tư nhân.
Do thời gian sang nay của ông quá ít nên tôi không thể trình bày dự án của tôi cho ông hiểu rõ hơn. Đây chính là lý do để tôi viết bức thư này cho ông. (như file đính kèm).
Mục đích chúng tôi viết bức thư này cho ADB nhằm:
- Tìm kiếm các nguồn chi phí hỗ trợ để phát triển dự án thành công.
- Tìm kiếm các nguồn vốn giá rẻ để đầu tư dự án
- Tìm kiếm các nhà đầu tư tài chính có tham vọng phát triển thị trường năng lượng tái tạo tại việt nam.
Lý do chúng tôi phải tìm kiếm các nội dung trên vì:
- Cơ chế chính sách cho lĩnh vực năng lượng tái tạo nói chung và năng lượng sinh khối nói riêng ở việt nam chưa thực su mạnh mẽ, giá bán điện chưa hấp dẫn cho nhà đầu tư, chi phí chuẩn bị đầu tư cao do phải sử dụng tư vấn nước ngoài, chi phí công nghệ cao vì phải nhập khẩu toàn bộ.
- Chúng tôi là một trong những nhà đầu tư tiên phong về điện sinh khối nối lưới tại Việt Nam. Do vậy chúng tôi khó huy động nguồn đầu tư tài chính từ các cổ đông trong nước.
- Lãi suất vốn vau từ các ngân hang trong nước cao
- Chúng tôi là nhà đầu tư thực sự có tâm huyết trong lĩnh vực năng lượng tái tạo, đặc biệt là năng lượng sinh khối . chúng tôi đã nghiên cứu dự án này trong thời gian 10 năm nhưng bắt đầu thực hiện nó vào năm 2014 do chính phủ việt nam mới ra cơ chế chính sách hỗ trợ về điện sinh khối . chúng tôi đã nhanh chóng phát triển dự án. Hiện tại chúng tôi đã đạt được các mốc của dự án như:
- Đã được bộ công thương bổ sung vào quy hoạch phát triển điện lực tỉnh quảng nam.
- Đã được UBND tỉnh quảng nam quyết định chủ trương đầu tư
- Đã được địa phương giao đất
Chúng tôi rất mong muốn thực hiện được dự án này thành công bởi vì :
- Tiềm năng sinh khối tại Quảng nam Việt Nam rất lớn không được khai thác triệt để.
- Tăng thu nhập bình quân cho người dân khu vực dự án ở miền núi, tạo công ăn việc làm ổn định.
- Phát triển kinh tế trồng rừng .
Riêng bản thân tôi nhận thức ông là một người rât yêu thích về vấn đề bảo vệ môi trường và phát triển kinh tế xã hội bền vững. vì vậy tôi rất mong ông đặc biệt dành chút thời gian để quan tâm đến dự án của chúng tôi. Giúp chúng tôi có cơ hội phát triển dự án mạnh mẽ.

So we hardly mobilize financial investment from shareholders in the country.-Capital interest from domestic banking vau high-We are investors really have the passion in the field of renewable energy, especially biomass. We have studied the project in 10 years time but started to implement it in 2014 due to the Government's new policy support mechanisms out of cell biomass. We have quickly developed project. - mechanisms and policies for renewable energy field in general and in particular biomass energy in Vietnam is not really strong, electricity prices are not attractive for investors, investment preparation expenses due to use of foreign consultants, the cost of high-tech than having full import.
- We are one of the pioneer investors in biomass power grid in Vietnam. So we hardly mobilize financial investment from domestic shareholders.

- We are investors really have passion in the field of renewable energy , especially biomass. We have studied this project for 10 years but started doing it in 2014 due to new Vietnam government policy support mechanisms for biomass power. we have quickly developed projects. Currently, we have achieved the milestone of the project, such as:
