Doanh nghiệp tư nhân sẵn sàng tham gia một cách chủ động, tích cực và có trách nhiệm vào phát triển năng lượng sạch, thúc dẩy sử dụng năng lượng tiết kiệm và hiệu quả thông qua các hình thức khác nhau, như hợp tác công tư, đầu tư tư nhân, đầu tư ESCO, liên doanh… Trước tiên là đầu tư sản xuất các thiết bị sử dụng năng lượng sạch; đầu tư nghiên cứu và phát triển các dự án điện mặt trời, điện gió, thủy điện nhỏ, địa nhiệt; triệt để tiết kiệm năng lượng ở mọi lĩnh vực, ứng dụng các giải pháp, công nghệ nhằm nâng cao hiệu suất sử dụng năng lượng trong sản xuất.
