Các ngân hàng được xếp hạng tín nhiệm phải dựa trên cơ sở sức mạnh tài chính, khả năng sinh lời, các chỉ số về thanh khoản, quản trị rủi ro tín dụng và an toàn vốn ở mức hợp lý. Trong đó, Moody’s đánh giá cao khả năng kiềm chế nợ xấu và hệ số an toàn vốn của VIB.

Được biết trước đó, Moody’s cũng dã nâng mức tín nhiệm đối với trái phiếu chính phủ Việt Namtừ ổn định lên tích cực trong bậc xếp hạng Ba3 hiện có. Mức trần đánh giá của trái phiếu giao dịch bằng ngoại tệ vẫn đứng ở mức Ba2, với triển vọng "ổn định". Mức trần đánh giá của tiền gửi chính phủ bằng ngoại tệ tăng từ "ổn định" lên "tích cực" trong bậc xếp hạng B1 hiện có. Mức trần đánh giá của trái phiếu chính phủ giao dịch bằng nội tệ vẫn đứng ở mức Ba1.
