Các tiểu ban PCTT tại các thôn chưa phát huy hết tinh thần, trách nhiệm, chưa tích cực trong tổ chức tuyên truyền vận động nhân dân thực hiện.
Một số hộ dân còn ỷ lại, chủ quan, vẫn còn trông chờ vào sự hỗ trợ của nhà nước, các dự án , thiếu kiến thức PCTT.
