5 giải pháp giảm ùn tắc giao thông của bộ trưởng Lê Doãn Hợp

Giảm ùn tắc giao thông tại các đô thị nhất là Hà Nội và TP Hồ Chí Minh đang trở thành nỗi bức xúc lớn của hàng triệu thị dân. Thực tiễn đang cần nhiều giải pháp vừa tình thế, vừa cơ bản; vừa trước mắt, vừa lâu dài, vừa căn cơ, vừa đồng bộ. Tôi xin góp thêm 1 số ý kiến để các nhà quản lý giao thông và quản lý đô thị tham khảo.
Trước hết phải hiểu ùn tắc giao thông là căn bệnh nan y của nhiều đô thị lớn trên thế giới. Ùn tắc do phương tiện cá nhân tăng nhanh khi tham gia giao thông cũng là thành quả của phát triển kinh tế. Có lần làm việc với Ngài Đại sứ Mianma, khi nghe tôi chia sẻ về tình trạng ách tắc giao thông của Hà Nội, Ngài Đại sứ vui vẻ nói: Kinh tế Việt Nam phát triển nhanh, phương tiện tham gia giao thông của cá nhân tăng đột biến. Đó cũng là 1 dấu hiệu đáng mừng. Ở Mianma chúng tôi mong được ùn tắc giao thông như Hà Nội, nhưng không biết khi nào mới có. Nói vậy để chúng ta có cách nhìn điềm tĩnh, lạc quan hơn khi giải quyết một tình thế cụ thể. Vừa khuyến khích kinh tế tăng trưởng, vừa khắc phục những bất cập mới nảy sinh để tăng trưởng nhanh và bền vững hơn.
Với tinh thần đó, tôi xin đề xuất 5 giải pháp cơ bản nhằm giảm ùn tắc giao thông ở Thủ đô Hà Nội và TP Hồ Chí Minh như sau:
I. Cần có ngay một Nghị quyết ở cấp hành chính đủ thẩm quyền, cấm ngay việc xây nhà cao tầng trong các khu phố cổ, phố cũ (nội thành):
Từ cuối năm 2007, trong một buổi làm việc giữa Lãnh đạo Bộ Thông tin và Truyền thông với UBND thành phố Hà Nội, tôi đã đề cập: Nếu chúng ta vẫn tiếp tục cho xây dựng nhiều nhà chung cư cao tầng trong nội thành, là một chủ trương có 03 sai lầm:
1. Băm nhỏ phố cổ, phố cũ là điều tối kị đối với mọi đô thị cổ trên thế giới.
2. Không đảm bảo khuôn viên cần thiết tại chân công trình cho các tòa nhà mới, hiện đại ra đời (như hình ảnh một chàng trai mặc comple đi chân đất).
3. Đưa một lượng người và phương tiện quá lớn vào ở và sinh hoạt trên một không gian đô thị mà hạ tầng quá nhỏ hẹp, không thể cải tạo và mở rộng thêm được nữa. Thực ra nhà cao bao nhiêu tầng không chỉ do không gian kiến trúc quyết định mà phải do khả năng hạ tầng giao thông, cấp thoát nước chịu đựng được đến đâu quyết định. Vì thế tắc đường ở nội thành Hà Nội ngày càng nghiêm trọng là điều dễ hiểu.

II. Đẩy nhanh xây dựng các công trình kết cấu hạ tầng đô thị khoa học hiện đại và đồng bộ.
1. Đẩy nhanh tiến độ làm tầu điện ngầm càng sớm càng tốt, hầu như tất cả các đô thị có trên 03 triệu dân (nội thành) của các nước tiên tiến trên thế giới đều có tầu điện ngầm. Hà Nội hơn 06 triệu dân, Thành phố Hồ Chí Minh hơn 10 triệu dân, tất cả cùng tham gia giao thông trên một mặt bằng, hầu hết bằng xe máy, thì làm sao tránh được ùn tắc giao thông. (Cũng cần nói vui rằng: Đứng trên vũ trụ nhìn xuống trái đất, có 02 nước dễ phát hiện nhất; Đó là Trung Quốc nhờ có Vạn Lý trường thành và Việt Nam nhờ có nhiều xe máy).
2. Tích cực xây dựng các đường vành đai đô thị để phân luồng phương tiện từ ngoại thành vào nội thành.
3. Quy hoạch để hình thành sớm các đường cao tốc trên không vắt dọc, ngang đô thị theo hướng Bắc Nam, Đông Tây để phân luồng giao thông từ nội thành ra ngoại thành.
4. Hình thành 03 tầng giao thông đô thị: Dưới lòng đất, trên mặt đất và trên không đồng bộ, khoa học và hợp lý, để đáp ứng mọi nhu cầu đi lại của dân cư.
5. Xây dựng các khu nhà chung cư bán và cho thuê với giá cả hợp lý gần với nơi làm việc của công dân để hạn chế đến mức thấp nhất số người phải di chuyển quá xa từ nơi ở đến nơi làm việc, tiết kiệm thời gian, chi phí đi lại và giảm gây ùn tắc giao thông.
III. Lập tiến độ di dời nhanh các trường đào tạo chuyên nghiệp, đại học, cao đẳng, trung cấp và các bệnh viện ra ngoại thành Hà Nội:
1. Cấp đất cho các trường đào tạo chuyên nghiệp và các bệnh viện ra ngoại thành đảm bảo đúng quy hoạch, diện tích và công năng sử dụng.
2. Đấu giá đất nội thành để tạo vốn xây dựng trường và bệnh viện ở ngoại thành. Có thêm đầu tư của nhà nước theo hướng khang trang, hiện đại.
Đây còn là cơ hội để xây dựng lại các trường và các bệnh viện tiên tiến ngang tầm khu vực và quốc tế.
3. Xây dựng trường đào tạo gắn với ký túc xá. Bệnh viện gắn với nhà trọ để giảm đến mức thấp nhấp nhu cầu di chuyển của sinh viên và người chăm sóc bệnh nhân.
4. Tạo điều kiện cho các trường đào tạo và các bệnh viện để lại một phần đất làm trung tâm giao dịch ở nội thành, phục vụ cho các hoạt động ở ngoại thành.
IV. Tăng nhanh và hiện đại hóa các phương tiện giao thông công cộng tiện lợi, hữu ích cho nhân dân:
1. Quy hoạch đồng bộ các loại phương tiện phục vụ công cộng như: Xe Bus, xe điện, taxi.... Đáp ứng mọi nhu cầu đi lại của dân cư.
2. Bố trí các tuyến xe hợp lý với 02 đúng: Đúng giờ, đúng giá. (Khi cần bao cấp một phần giá cho dân vẫn có lợi chung cho nhà nước).
3. Đội ngũ nhân viên phục vụ nhân dân phải tận tụy, lịch sự và văn minh. Lập đường dây nóng và thùng thư đón nhận góp ý của dân và xử lý nhanh, nghiêm túc mọi sai phạm của nhân viên, thông báo cho nhân dân biết để động viên, giám sát, kiểm tra, góp ý, tin cậy.
V. Siết chặt kỉ cương quản lý giao thông đô thị:
Kỉ cương quản lý giao thông đô thị lệ thuộc 03 yếu tố: Luật lệ, đạo đức và công cụ kĩ thuật hỗ trợ.
1. Luật lệ: Ta đang hoàn chỉnh dần. Khi cần thì tăng cường thêm các văn bản dưới luật mang tính tình thế để điều chỉnh hành vi con người kịp thời theo hướng xử phạt nặng về kinh tế thì mọi người mới trở về với kỉ cương phép nước nhanh hơn. Trên thực tế chưa có đất nước nào trong lịch sử thiếu kỉ cương mà lại văn minh và tiến bộ.
2. Đạo đức của con người trong tham gia giao thông là tôn trọng luật lệ, mình vì mọi người, điềm tĩnh cùng nhau khắc phục khó khăn, tăng cường ứng xử có văn hóa để giảm bớt mọi bức xúc do con người tạo ra khi tham gia giao thông. Tạo điều kiện tốt nhất cho cảnh sát giao thông và những người thực thi công vụ điều hành tốt giao thông đô thị, nhất là vào các giờ cao điểm.
3. Công cụ kĩ thuật hỗ trợ trong quản lý giao thông có ý nghĩa cực kì quan trọng. Nó giúp con người quản lý, xử phạt, chịu xử phạt chính xác để mọi người tham gia giao thông tự giác tuân thủ và thực hiện. Dù nước ta còn nghèo nhưng vẫn sớm có lộ trình trang bị các công cụ kĩ thuật hỗ trợ cho cảnh sát giao thông thực thi nhiệm vụ của mình như các nước tiên tiến trên thế giới. Làm sao khi tham gia giao thông mọi vi phạm, xử phạt đều có bằng chứng chính xác, minh bạch. Thậm chí cảnh sát giao thông nói gì với dân trên đường phố cũng phát về trung tâm điều hành để theo dõi và uốn nắn. Mọi người có xe hơi khi tham gia giao thông đều phải có tài khoản riêng gắn với biển xe để khi sai phạm thì trừ tiền phạt qua tài khoản sẽ nhanh chóng, đơn giản, chính xác, tiết kiệm thời gian, không có tiêu cực cho cả người quản lý và người tham gia giao thông.
Tôi thiết nghĩ nếu Đảng, nhà nước cùng nhân dân ta làm được 05 giải pháp cơ bản nêu trên thì ùn tắc giao thông đô thị sẽ giảm dần. Lòng dân đô thị sẽ yên vui hơn. Đất nước tiếp tục phát triển nhanh và bền vững hơn.
