Quảng Trị cũng là tỉnh đầu tiên đã làm xong quy hoạch di tích lịch sử( 398 di tích), trong đó có những di tích đặc biệt quan trọng của quốc gia như: Địa đạo Vĩnh Mốc, Thành Cổ, hàng rào điện tử Macnamara, nhà tù Lao Bảo, cụm di tích Hiền Lương - Bến Hải... Đề án tôn tạo nâng cấp đã được chính phủ phê duyệt năm 1996, trong đó có cụm di tích đôi bờ Hiền Lương - Bến Hải. Đây là cụm di tích không chỉ người Quảng Trị mà cả nước quan tâm nhất. Hàng ngàn bức thư từ khắp đất nước gửi về bày tỏ tình cảm thiết tha của mình với mảnh đất ghi dấu nhiều sự kiện suốt những năm dài chia cắt đất nước. Nhiều kiến trúc sư, nhà điêu khắc, cán bộ lão thành cách mạng và những người dân bình thường đã đề xuất những nguyện vọng của mình về cụm di tích quan trọng này.
