Theo Ban tổ chức, Carnaval Hạ Long 2015 có sự đổi mới từ nội dung, ý tưởng kịch bản đến hình thức thể hiện. Chương trình gồm 3 phần: “Lời chào từ thành phố biển”, “Nơi tinh hoa hội tụ” và “Nụ cười Hạ Long”.Carnaval Hạ Long 2015 là hoạt động thiết thực chào mừng kỷ niệm 60 năm ngày Giải phóng Khu mỏ, 40 năm ngày Giải phóng hoàn toàn miền Nam, thống nhất đất nước, ngày Quốc tế lao động 1/5 và 125 năm ngày sinh Chủ tịch Hồ Chí Minh vĩ đại; tôn vinh quảng bá giá trị toàn cầu của Di sản thiên nhiên thế giới vịnh Hạ Long - Kỳ quan thiên nhiên thế giới mới với khách du lịch trong và ngoài nước
