Vận động hành lang (lobby) được hiểu là những hoạt động hậu trường thường thấy ở nhiều nước trên thế giới. Qua hoạt động này, những người vận động (là người chuyển tải quan điểm của một bộ phận dân cư trong xã hội) có thể tác động trực tiếp hoặc gián tiếp tới những thành viên của cơ quan lập pháp, thuyết phục họ thực hiện hoặc không thực hiện hành vi lập pháp mới để đạt được kết quả như những người vận động hành lang mong muốn.

Có thể nói, Mỹ là nơi hoạt động vận động hành lang diễn ra sôi nổi nhất thế giới và vận động hành lang cũng được coi là một phần không thể thiếu của nền chính trị Mỹ (chủ yếu trong lĩnh vực chính trị, lập pháp). Đạo luật quan trọng nhất áp dụng cho hoạt động lobby ở Mỹ là Đạo luật vận động hành lang được Quốc hội Mỹ thông qua năm 1946 (The Federal Regulation of Lobbying Act). Ngày 19/12/1995, Tổng thống Mỹ Bill Clinton đã ký ban hành Đạo luật về Công khai hóa hoạt động lobby (Lobbying Disclosure Act of 1995) điều chỉnh các mối quan hệ trong và ngoài nước ở Mỹ và quy định: “Bắt buộc những người hoạt động lobby phải đăng ký, phải công khai hóa các khách hàng, các cuộc tiếp xúc, công khai hóa các vấn đề lobby và số tiền công được chi trả. Như vậy, trên thực tế, lobby ở Mỹ đã và đang tồn tại như một loại hình kinh doanh mang tính chính trị – xã hội, có tác động mạnh mẽ vào quá trình hình thành chính sách đối nội, đối ngoại của Mỹ.
