Thanh niên cần phải nhận thức đựơc mình là ai, vai trò của thanh niên trong sự nghiệp xây dựng và phát triển thành phố. Đem sức trẻ, trí tuệ, sự năng động sáng tạo, nhạy bén đi đầu trong công cuộc xây dựng quê hương, đất nước- đó là trách nhiệm vinh quang của tuổi trẻ thành phố.
Thực tế cho thấy, cho đến nay, chúng ta vẫn còn những lúng túng trong việc xử lý nhiều vấn đề về văn hóa thanh niên. Do chưa có những hiểu biết đầy đủ về nhu cầu văn hóa của thanh, thiếu niên, chúng ta đã chưa đầu tư thật đúng mức cho việc phát triển cơ sở vật chất cho hoạt động văn hóa, chưa tạo ra được các sân chơi hợp lý cuốn hút thanh niên tham gia. Đa số thanh niên thành phố quan tâm đến thời cuộc, tin tưởng vào sự lãnh đạo của Đảng, sự phát triển của đất nước và thành phố; tán thành đường lối đổi mới của Đảng; có lối sống lành mạnh, ý chí vươn lên làm giàu chính đáng; mong muốn đóng góp sức trẻ cho sự nghiệp xây dựng, bảo vệ và phát triển thành phố, đất nước; có ý thức về các giá trị truyền thống, văn hóa dân tộc, có ý thức sống và làm việc theo pháp luật.
