I. Phương án chung về giải phóng mặt bằng, tái định cư
Đối với công tác đền bù, giải phóng mặt bằng và tái định cư đã được tổ chức triển khai thực hiện ở giai đọan I theo dự án bồi thường, giải phóng mặt bằng và tái định cư KCNC trên địa bàn quận 9 đã được Sở Tài chính thành phố Hồ Chí Minh phê duyệt tại Quyết định số 5502/QĐ-STC-BVG ngày 25/6/2009 với tổng mức đầu tư là 3.803,5 tỷ đồng và được UBND TP.HCM giao nhiệm vụ cho Ủy ban nhân dân quận 9 tổ chức thực hiện. Công tác giải phóng mặt bằng, thu hồi đất và tái định cư luôn được xác định là công tác quan trọng và đi đầu trong suốt các năm qua. Vấn đề GPMB, thu hồi đất và công tác xây dựng hạ tầng luôn là các nội dung gắn kết với nhau, quyết định sự thành công và tiến độ của dự án, qua đó có thể nói là quyết định kết quả thu hút đầu tư thông qua thời cơ cho hoạt động của các doanh nghiệp.

II. Các giải pháp xây dựng
1. Một số yêu cầu chủ yếu khi triển khai đầu tư xây dựng dự án
Nhanh chóng tổ chức triển khai công tác kêu gọi đầu tư các cụm, phân khu G trọng yếu; triển khai đầu tư các vị trí có trọng tâm, trọng điểm đáp ứng thực tiễn cung cấp hạ tầng và cảnh quan cho việc xúc tiến, thu hút đầu tư và doanh nghiệp đi vào hoạt động. Triển khai xây dựng theo mức độ ưu tiên và theo cụm khu vực để có tính tuần tự (kết nối với giai đoạn I) và triển khai dứt điểm, đầu tư đến đâu kết thúc gọn đến đó để tạo không gian xanh và đưa vào khai thác sử dụng các tiện ích công cộng; đảm bảo sự đồng bộ trong xây dựng và đưa vào sử dụng với tính hiệu quả sử dụng vốn của Nhà đầu tư mảng xanh, phục vụ kịp thời, hợp lý cho doanh nghiệp trong KCNC. Trong quá trình triển khai đầu tư xây dựng, luôn bám sát một số quan điểm xuyên suốt đó là:
- Thứ nhất: Công tác chuẩn bị đầu tư cần được xem trọng và phải thực hiện tốt ngay từ đầu, đặc biệt đảm bảo các điều kiện về mặt bằng, xác định mục tiêu, nhiệm vụ chủ đầu tư thực hiện các khu G thành phần, công tác chọn lựa Nhà đầu tư mảng xanh phải có năng lực và kinh nghiệm; quản lý quy hoạch cũng cần được quan tâm ngay từ đầu, xuyên suốt và liên tục; nhất là vấn đề “kết nối” giữa các mảng xanh của hai giai đoạn cần được quan tâm thực hiện đồng bộ, quản lý chặt chẽ.
- Thứ hai: Phân kỳ đầu tư hợp lý căn cứ vào điều kiện và tình hình thực tế về khả năng huy động vốn đầu tư, điều kiện mặt bằng và khai thác phân khu G theo yêu cầu thu hút đầu tư; phân chia khu vực đầu tư để khai thác trọng điểm.
- Thứ ba: Tập trung các cụm, phân khu G theo tuyến giao thông chính, quan trọng gắn với hạ tầng kỹ thuật và nạo vét sông rạch.

2. Xây dựng kế hoạch phân kỳ thực hiện đầu tư
Đầu tư xây dựng các cụm, phân khu G thành phần theo nhóm dự án, công trình hạ tầng kỹ thuật trong KCNC ưu tiên và kết hợp với khu vực: chia làm ba nhóm dự án theo 02 khu vực Đông và Tây đường Lã Xuân Oai. Nói cách khác, kế hoạch phân kỳ thực hiện đầu tư mảng xanh trong KCNC là bám vào kế hoạch phân kỳ đầu tư xây dựng các dự án
