-Biến động không hợp pháp: Người sử dụng đất không khai báo khi có biến động hoặc khai báo không đúng qui định pháp luật.
-Biến động chưa hợp pháp: Người sử dụng đất xin đăng ký biến động đất đai nhưng chưa được cơ quan Nhà nước có thẩm quyền phê duyệt.
