Theo Chiến lược quốc gia phát triển ngành Dược Việt Nam giai đoạn đến năm 2020 và tầm nhìn đến năm 2030 (được Thủ tướng phê duyệt tại Quyết định 68/QĐ-TTg ngày 10-1-2014), mục tiêu đặt ra đến năm 2020: Phấn đấu sản xuất được 20% nhu cầu nguyên liệu cho sản xuất thuốc trong nước, thuốc sản xuất trong nước chiếm 80% tổng giá trị thuốc tiêu thụ trong năm, trong đó thuốc từ dược liệu chiếm 30%; vắc xin sản xuất trong nước đáp ứng 100% nhu cầu cho tiêm chủng mở rộng và 30% nhu cầu cho tiêm chủng dịch vụ.
