Nhà đầu tư nộp 3 bộ hồ sơ tại Sở Kế họach và Đầu tư, trong đó có 1 bộ gốc.

- Trong thời hạn 15 ngày kể từ ngày nhận đủ hồ sơ hợp lệ, Sở Kế họach Đầu tư lập thủ tục trình UBND tỉnh cấp Giấy chứng nhận đầu tư.

b. Đối với dự án phải thẩm tra để cấp Giấy chứng nhận đầu tư:

- Nhà đầu tư nộp 8 bộ hồ sơ tại Sở Kế họach và Đầu tư, trong đó có 1 bộ hồ sơ gốc.

- Trong thời hạn 3 ngày làm việc kể từ ngày nhận được hồ sơ dự án đầu tư, Sở Kế hoạch và Đầu tư kiểm tra tính hợp lệ của hồ sơ và gửi hồ sơ lấy ý kiến thẩm tra của sở, ngành liên quan; trường hợp cần thiết thì gửi hồ sơ lấy ý kiến các Bộ, ngành liên quan; Trường hợp hồ sơ không hợp lệ, Sở Kế hoạch và Đầu tư sẽ thông báo chỉ một lần bằng văn bản cho nhà đầu tư biết để sửa đổi, bổ sung hồ sơ dự án đầu tư.

- Trong thời hạn 15 ngày làm việc kể từ ngày nhận được hồ sơ dự án đầu tư, cơ quan được hỏi có ý kiến thẩm tra và trả lời bằng văn bản và chịu trách nhiệm về những vấn đề của dự án thuộc chức năng quản lý của mình.

- Trong thời hạn 20 ngày làm việc kể từ ngày nhận đủ hồ sơ hợp lệ, Sở Kế hoạch và Đầu tư lập báo cáo thẩm tra, trình Ủy ban nhân dân cấp tỉnh xem xét, quyết định.

- Trong thời hạn 5 ngày làm việc kể từ ngày nhận được báo cáo thẩm tra của Sở Kế hoạch và Đầu tư, Ủy ban nhân dân tỉnh quyết định việc cấp Giấy chứng nhận đầu tư.
