Trong năm 2005, đại diện chủ sở hữu phải xem xét, phê duyệt vốn điều lệ cho công ty mà Nhà nước giữ 100% vốn theo quy định tại Quyết định số 155/2004/QĐ-TTg ngày 24/8/2004 của Thủ tướng Chính phủ về ban hành tiêu chí, danh mục phân loại công ty nhà nước và công ty thành viên hạch toán độc lập thuộc tổng công ty nhà nước. Việc phê duyệt vốn điều lệ ban đầu hoặc tăng vốn điều lệ của tổng công ty, công ty độc lập, công ty mẹ phải có ý kiến bằng văn bản của Bộ Tài chính
