Phát biểu khai mạc ông Phùng Xuân Quý, Chủ tịch Hội Người khuyết tật tỉnh Quảng Trị cảm ơn tất cả các đại biểu đến tham dự tập huấn và nêu những khó khăn, thách thức mà người khuyết tật (NKT) phải đối mặt khi mà thiên tai xảy ra và tầm quan trong của sự tham gia của NKT trong công tác phòng chống thiên tai.
