2. Chủ đầu tư xem xét phương án đề xuất của nhà thầu OEC và lựa chọn phương án tối ưu. Chính thức chỉ định thầu và ký hợp đồng với nhà thầu OEC để thực hiện toàn bộ gói thầu theo cả hai bước thực hiện (hoặc ký hợp đồng thực hiện theo từng bước) :
- Bước1. Tư vấn khảo sát, lập hồ sơ thiết kế bản vẽ thi công (BVTC), xin phép thỏa thuận XD bến sà lan 1000 DWT;
- Bước 2. Thi công bến sà lan 1000 DWT.
