Vốn ODA có ưu điểm là lãi vay thấp, nhưng đi kèm theo hàng loạt các điều kiện bắt buộc trong đó có điều kiện phải sử dụng nhà thầu của nước cho vay. Nhưng nghịch lý là các nhà thầu của các nước cho vay lại không “mặn mà” với các dự án này, trong khi các nhà thầu trong nước có đủ điều kiện lại không được tham gia đấu thầu. Phải chờ nhà thầu, nên nhiều dự án chậm tiến độ. Để giải quyết, Chính phủ Việt Nam chủ động có công hàm gởi Chính phủ nước cho vay để đạt được đồng ý sớm cho phép các nhà thầu trong nước được tham gia đấu thầu các dự án này.
