Công tác kiểm tra và kiểm soát chống buôn bán và vận chuyển trái phép động vật hoang dã qua biên giới and thực thi Công ước Cites là một nhiệm vụ trọng tâm của Hải quan Việt Nam
Lực lượng kiểm soát hải quan được tổ chức theo 3 cấp: Tổng cục; Cục Hải quan tỉnh, thành phố; Chi cục Hải quan cửa khẩu (tuyến biên giới đường bộ, đường biển, đường sông, đường hàng không quốc tế)
Trong đó, Cục Điều tra chống buôn lậu là đơn vị vừa làm công tác tham mưu chỉ đạo các Cục hải quan tỉnh, thành phố vừa là đơn vị chiến đấu trực tiếp với những nhiệm vụ chính như:
