3. tuy nhiên, thực tiễn của năm 2007 cho thấy, bên cạnh những thành tựu đạt được, cũng đã nẩy sinh hàng loạt mây thuẫn giữa tăng trưởng và ổn định, giữa chất lượng tăng trưởng và chất lượng cuộc sống.

4. lạm phát năm 2007 cao hơn tốc độ tăng trưởng đã tác động mạnh mẽ tới cuộc sống của đông đảo người nghèo, nông dân, công nhân, sinh viên... nói chung là những người thu nhập thấp.
