Việt Nam chưa tận dụng được cơ hội để khai thác tốt các cơ hội thâm nhập thị trường Trung Quốc trong bối cảnh phía Trung Quốc mở cửa thị trường, thực hiện cam kết chung trong Chương trình thu hoạch sớm, đặc biệt là đối với mặt hàng nông sản, thuỷ sản của Việt Nam mà các tỉnh Tây Nam Trung Quốc có nhu cầu lớn.
- Thương mại chưa thật sự gắn với đầu tư và chuyển giao công nghệ. Việt Nam chưa tận dụng được cơ hội đầu tư từ Trung Quốc để xuất khẩu sang thị trường này và các thị trường khác.
- Mặc dù có lợi thế về vị trí địa kinh tế, nhưng Việt Nam vẫn chưa khai thác triệt để yếu tố này để tăng kim ngạch xuất khẩu. Lượng hàng hoá của Trung Quốc quá cảnh qua Việt Nam vẫn còn nhỏ bé. Đầu tư cho cơ sở hạ tầng giao thông để kết nối với hệ thống giao thông của Trung Quốc vẫn còn hạn chế.
