Căn cứ văn bản hướng dẫn của Bộ Công Thương, các địa phương đã báo cáo đề xuất danh mục cụm công nghiệp (kèm theo hồ sơ hỗ trợ hạ tầng Cụm công nghiệp trên địa bàn), gửi Bộ Công Thương và các Bộ- ngành có liên quan (Bộ Kế hoạch và Đầu tư, Bộ Tài chính). Trên cơ sở báo cáo đề xuất của địa phương, Bộ Công Thương đã tổng hợp, thẩm định và lựa chọn các CCN có đủ điều kiện để hỗ trợ, gửi Bộ Kế hoạch và Đầu tư đề xuất danh mục Cụm công nghiệp đề nghị ngân sách trung ương hỗ trợ đầu tư hạ tầng hàng năm và giai đoạn 2013-2015.
