Theo liên hợp quốc, dân số một nước được coi là già khi số lượng người cao tuổi chiếm trên 10%. hiện nay con số này ở Việt Nam vào khoảng 9,45% và sẽ lên tới 18% trong vòng 12 năm tới. Tuổi thọ bình quân của người Việt Nam hiện nay là 71 tuổi. Phâng lớn những người cao tuổi ở nông thôn và sống bằng nghề nông và phụ thuộc vào con cái. Vì vậy, cần có những chính sách an sinh xã hội và những giải pháp phù hợp, hiệu quả để giảm bớt áp lực của vấn đề này đối với các gia đình và toàn xã hôi khi mức sống ở vùng nông thôn còn thấp
