1. To appraise loan proposals, proposals to issue bonds of domestic, foreign state enterprise under the management and issued written approval of the scheme with the following major contents:
a) Approved loans of enterprises to investment programs and projects.
b) Commenting on the reasonableness of the calculation of the business (sale price or estimated revenue; capacity, frequency of operation of the machinery and equipment depreciation, etc;) to build financial plans and repayment cash flow.
c) Reviews the effectiveness and ability of repayment of investor, financial approval of the project.
d) The commitment of the business in the loan agreement can be accepted.
