Nhìn chung, năm 2007 thực thi CSTT của NHNN là cực kỳ khó khăn bởi tác động bất lợi của dòng vốn đầu tư nước ngoài vào Việt Nam quá lớn trong năm khi gia nhập WTO, cùng với những diễn biến phức tạp của giá cả những mặt hàng chủ yếu và những nhu cầu hội nhập của nền kinh tế. Mặc dầu vậy, về cơ bản, điều hành CSTT đã đạt được sự ổn định tiền tệ, hỗ trợ tích cực cho tăng trưởng kinh tế, tạo môi trường vĩ mô thuận lợi cho phát triển kinh tế
