Ngân sách xã là công cụ quản lý kinh tế mang tính vĩ mô của chính quyền Nhà nước cấp xã. Nó có nhiệm vụ huy động, tập trung mọi nguồn vốn, phân phối và sử dụng vốn để đảm bảo các nhu cầu chi tiêu cũng như phát triển của xã. Thông qua đó, Ngân sách xã cũng góp phần không nhỏ vào công cuộc CNH, HĐH mà Đảng và Nhà nước đã đề ra.
